An honest broker neutral third-party individual or system that acts on behalf of the data owners to protect patient privacy while providing de-identified data and samples to research teams. The Honest Broker is the firewall between the investigator and participant’s identifiable information. For example, an honest broker could generate or receive a dataset and then strip out subject identifiers so that the data was no longer readily identifiable. They could either create a de-identified data set or a limited data set.
Honest Brokers are needed because they add a layer of protection to enhance the confidentiality of subjects’ data and specimen as required by the HIPAA Privacy Rule.
VCU Health has identified specific positions within the VCU Wright Center, Massey Cancer Center, and VCU Health as Honest Brokers. The individuals in these positions have been trained as data stewards and have been authorized by VCU Health to access and provide data for research and QI purposes. They cannot be one of the investigators, study coordinators, statisticians, or a part of the research team for which they are performing honest broker activities. They also cannot serve as a co-author on any publication.
